To manage the employee's number ranges, use the transaction PA04 :

If the checkbox 'Ext' is checked, the employee number won't be managed by SAP. It must be filled manually (usefull for data loading with LSMW for example).

Finally, edit the feature NUMKR in PE03 to assign these ranges to the employees (depending on MOLGA for example).
